School and Instruction Policies – Protocol
for SDHGPA Insured Sites
for SDHGPA Insured Sites
Per site Use Agreements in place, SDHGPA is the single point of contact for all Landowners and Agencies for all Free Flight activities (Hang Gliding, Paragliding, and other closely or loosely related disciplines) at the following SDHGPA Insured Sites: Palomar, Horse, Laguna, Little Black, and Big Black.

All For-Hire (Commercial) activity by Schools and/or Instructors at SDHGPA Additional Insured Sites can be conducted ONLY by PASA certified Schools and Instructors that have registered with SDHGPA and that have been Verified by SDHGPA as meeting all SDHGPA Site Requirements for each site individually. (Definition of a Site includes all associated Launches and and Landing Zones / LZs listed in each Site Guide and SDHGPA Additional Insured list.)
Local and Visiting Schools and/or Instructors conducting For-Hire (commercial) Instruction or Guiding activity at SDHGPA Insured Sites Must meet the following for each site registering to instruct or guide at:
- Operate as or with a PASA certified School.
- Hold and submit to SDHGPA Site Insurance or Event Insurance certificates for each site applying for naming All SDHPGA indicated site Land Owners and Agencies as Additional Insured including SDHGPA.
- Meet all additional requirements if posed by a Site Landowner or Agency.
- Register with SDHGPA each annual year to be listed as a Current SDHGPA Verified School and or Instructor on our website so that Landowners and Agencies can verify current status. (http://www.sdhgpa.com/schools.html )
- Each School Must maintain their list of Affiliated Instructors and notify SDHGPA of any changes
- Each School and Instructor must clearly display the SDHGPA Verified School Vehicle Pass in all vehicles at all SDHGPA Insured Sites In addition to a current SDHGPA Member Vehicle Pass.
- Agree to Maintain PASA certified School status in good standing and keep Site Insurance Certificates current.
- Agree to participate in SDHGPA accident reporting (including non injury accidents)
- Agree to participate in the Chapter Risk Management review process.
- Agree to review and check Site Guides and Safety Bulletins for updates prior to each use
To Register as a School / Instructor with SDHGPA and receive a listing of Additional Insured requirements, please contact both [email protected] and [email protected] .
Once Registered and Verified: Each Instructor and Student must maintain the following for SDHGPA site Access:
- Each Affiliated Instructor must be an SDHGPA Member in Good Standing for SDHGPA Site Access.
- Each Student must be an SDHGPA Member (Annual or Visiting) in Good Standing for Site Access.
- Each School and Instructor must clearly display the SDHGPA Verified School Vehicle Pass in all vehicles at all SDHGPA Insured Sites In addition to a current SDHGPA Member Vehicle Pass.
- Each School and Instructor must report any and all accident incidences (including non injury accidents) and close calls to the SDHGPA Safety Officer.
- Each School and Instructor must review and check Site Guides and Safety Bulletins for updates prior to each use
Until Schools register with SDHGPA showing PASA Cert & School Site Insurance listing all Landowners as Additional Insured for each specified Launch including Site LZs; No "for hire" Commercial Instruction can take place at Fly-ins or any other day for flight from and to any SDHGPA Additional Insured Site Launch or LZ. Signed off H2 / P2 Pilots can car pool with Instructors, but the following not for consideration conditions must be met:
- All pilots must fly as independent out of school signed off pilots and meet the site requirements in SDHGPA Site Guides. Example: Palomar - Minimum Ratings: H3 / P3 - (M1 to Bail out LZ; M2 to Main LZ); or H2 / P2 with other higher rated pilots present, site briefing for the day, and instructor sign off.
- All Flight & use of both Launch & LZs must meet not for Hire or Consideration criteria.
- No Student Pilots of any rating under instruction, radio direction, or coaching from Paid Instructors.
- All Site Intros and or Mentoring must be given by non compensated club volunteers / mentors.
- P0/H0 & P1/H1 Pilots may attend Fly-in & BBQs if SDHGPA Members, but will not be able to fly Palomar or other sites solo until they get signed off as P2 pilots.
- By definition, Tandem Flight is for instruction. No Tandem Flight for Hire or Consideration of any type is allowed by Schools or Instructors not meeting the Site Requirements for registering with SDHGPA and being verified as meeting the requirements. If a Tandem Passenger Student is currently enrolled in a certification program with the school or instructor, the tandem flight is a Flight for Hire or Consideration by default and considered Commercial Instruction.
